Because that is very much not how it's perceived among the orgs who get asked by DC "hey, is OpenAI serious about this or not?" I want to believe true things, so if that's true, I want to believe it! But you need to understand that, by default, "we did a reorg and dissolved the past org structure, but, uh, I promise the team still exists" in DC usually means, "they lost an internal power struggle, they're irrelevant and being encouraged to seek other opportunities internally or externally" NOT "these are the cool kids at the lunch table."
