- If an American citizen do an FBI site seizure
- Tell all common repository services to pull down OS model repos (a DMCA style system) and report then ban the builder
- subpoena the logs for any IP addresses that downloaded the models and prosecute in a heavy handed way to make a public example (Google Aaron Schwartz)
- with NVIDIA et al and any GPU manufacturer to implement a KYC registry for any compute purchases over a certain threshold

some replies are too dim to get the point. Yeah a few nerds (like myself) may VPN and torrent the files, and a lot more won't. Some of the specialized technical talent moving open source forward will not participate if legal/personal risk is too high. Hence slowed progress
